Quick answer: Since 1 February 2026, anyone in the UAE who publishes advertising or promotional content on social media, paid or gifted, needs an Advertiser Permit from the UAE Media Council. It covers citizens, residents and visiting creators. For citizens and residents the permit is free for the first three years and renewed each year. Promoting your own business on your own account is exempt. Brands should check a creator’s permit before paying them.

Is the Advertiser Permit the same as the “influencer licence” in Dubai?

Yes. What many people call the Dubai influencer licence or social media influencer licence is now the UAE Media Council Advertiser Permit, which applies across all emirates from 1 February 2026. Creators usually also need a trade or freelance licence that covers electronic media or advertising activity.

Who needs an Advertiser Permit?

  • Influencers and content creators promoting any brand, product or service, whether they’re paid in money or gifted products.
  • Anyone, at any follower count. A creator with a few hundred followers who accepts a paid post still needs one.
  • Visiting creators who publish promotional content while in the UAE.

Who doesn’t?

  • Business owners promoting their own products or services on their own accounts.
  • Some content by under-18s that is educational, cultural or awareness-based may be exempt.

Residents and citizens first need a valid trade or freelance licence that lists electronic media or advertising as an activity, from a mainland or free zone authority. The permit is then linked to their social media accounts. Applicants are normally expected to be 18 or over. Visitor permits are applied for by a licensed UAE advertising or talent agency, together with the contract between the visitor, the agency and the client.

What brands should do before hiring an influencer

  1. Ask for the creator’s Advertiser Permit and keep a copy with the contract.
  2. Check where their audience is. A UAE campaign needs UAE followers.
  3. Put the permit in the contract, along with disclosure rules and approval steps.
  4. Keep claims accurate. Misleading claims can be fined, even in a creator’s own words.
  5. Use an agency that checks this for you if you run campaigns with several creators.
